What Is Play971? The UAE’s Federally Licensed Platform Explained: Regulator, Operator, Rules, Where It Works and Who It Is For

Since June 2026 the name has been everywhere: in community groups, on billboards in the capital, in news reports about a new regulated sector. Yet most residents who have heard of Play971 could not say with confidence what it is, who stands behind it, where it works or who may use it. This explainer sets that out plainly. It takes no position on whether anyone should use the platform; many residents will have no interest, and the facts are useful to them too, because the same framework is becoming the model for other regulated services in the UAE.

The short version

Play971 is a sport and entertainment platform for adult UAE residents, operated by an Emirati company in Abu Dhabi under a licence from a federal authority of the UAE government. It launched publicly on 5 June 2026. It works in Abu Dhabi, Ras Al Khaimah and Sharjah, and not in Dubai. It is restricted to residents aged 21 and over who verify with an Emirates ID, and it runs in dirhams only.

Who regulates it

The Play971 licence is issued by the GCGRA, a federal regulatory authority of the UAE government established in 2023. The authority licenses operators and their suppliers, keeps a public register, sets standards for identity verification, consumer protection and data security, and can inspect, fine and withdraw licences. Its framework is two-tiered: the federal body sets the rules, and each emirate’s leadership decides whether a licensed activity is permitted within its own borders.

Who operates it

Coin Technology Projects LLC, a company registered in Abu Dhabi and part of the Momentum group. It is Emirati, its licence, accounts and customer records are held inside the UAE under UAE law, and its live entertainment is produced in a licensed studio in Abu Dhabi. It ran a supervised trial in Abu Dhabi and Ras Al Khaimah from November 2025 and is the only online operator of its kind on the federal register.

What it offers

Sport coverage spanning the UAE Pro League, the major European football competitions, horse racing and other events, with live data and statistics from Sportradar, the supplier used by leagues and governing bodies worldwide, together with presenter-led live entertainment streamed in real time from the Abu Dhabi studio to verified account holders.

In plain terms: a licensed sportsbook and online casino

Play971 is the UAE’s first legal online betting platform. Its sportsbook offers sports betting on football, including the UAE Pro League and the European competitions, and on horse racing; its online casino streams live dealer games from the licensed Abu Dhabi studio. So, is online betting legal in the UAE? Since June 2026, yes, for residents aged 21 and over in participating emirates, on this one licensed betting site. Is online casino legal in the UAE? The same answer. Every other betting site or casino reaching UAE residents is offshore and unlicensed.

Where it works

Play971 UAE availability follows the emirates that have opted into the federal framework. Abu Dhabi, Ras Al Khaimah and Sharjah are confirmed. Dubai has not opted in, so the platform does not work anywhere in that emirate, and no announcement has been made about that changing. Ajman, Umm Al Quwain and Fujairah are unconfirmed. Location is verified on the device at every session; VPNs and proxies are detected and blocked, and using one breaches the terms and can close the account.

The Play971 rules, in order

Age: 21 or over, enforced automatically against the Emirates ID. Identity: a valid Emirates ID captured front and back, a live face check, a UAE mobile number confirmed by one-time code and a residential address, all completed before any money can be added. Residency: because an Emirates ID requires a residence visa, the platform is available only to residents; tourists cannot register. Currency: dirhams only, no cryptocurrency, every payment method in the account holder’s own name. Location: a participating emirate, verified every session. Accounts: one per Emirates ID, so duplicates are impossible and a permanently closed account cannot be reopened under a different email.

The protections the licence requires

Spending limits the account holder sets in advance; session reminders; temporary pauses; a permanent exclusion tied to the Emirates ID so it cannot be bypassed by re-registering. Lowering a limit takes effect at once, raising one is deliberately delayed. The operator must monitor accounts for patterns of heavy use and intervene. Promotion is constrained by licence conditions. Transaction records must be accurate and auditable. Customer data is held in the UAE under the federal Personal Data Protection Law. And a complaint the operator will not resolve can be escalated to the regulator.

How it differs from foreign websites

For years, foreign websites offering similar services have reached UAE residents through social media and messaging apps. They are licensed, if at all, in jurisdictions whose rules do not apply here. They register anyone with an email, accept crypto, ignore emirate boundaries, demand documents after a withdrawal request rather than before a deposit, and have no regulator a resident can complain to. The licensed platform has not made them legitimate; it has made the line clearer. A website that works in Dubai, where the licensed platform does not, is by that fact outside the framework.

The timeline

The federal regulator was established in 2023 and spent two years building the framework. Licences were granted to Coin Technology Projects LLC in late 2025. A supervised trial ran in Abu Dhabi and Ras Al Khaimah from November 2025, with the regulator watching verification, geofencing, payments and the account controls under real conditions. Public launch followed on 5 June 2026, and Sharjah access was confirmed by residents in the months after. The land-based side of the sector, under the same regulator, is due to open in Ras Al Khaimah in 2027.

What happens when circumstances change

Eligibility is checked continuously, not once. An Emirates ID that lapses suspends the account until a renewed card is verified; the balance remains the holder’s. A resident whose visa is cancelled between jobs is in the same position until a new card issues. A resident who leaves the country permanently should withdraw any balance and close the account, since the operator cannot serve a non-resident. A resident who moves from a participating emirate to Dubai keeps the account but loses the ability to use it. A changed mobile number must be updated through the account’s verified channels, not by opening a new account.

What “licensed” does and does not mean

It means the operator is accountable: an Emirati company, a federal regulator with the power to inspect and fine, money and data held in the UAE, and a complaints route that ends at the regulator. It does not mean the platform is for everyone; many residents will decide it is not, and the licence has nothing to say about that. It does not make heavy use harmless; the age rule, the identity checks and the mandatory limits exist precisely because a service like this can affect finances and families when used without restraint. And it does not extend to any other website, app or private arrangement.

How to check any claim about it

Two sources settle every question in this article. The GCGRA’s public register lists every licensed operator and supplier; the operator’s legal name, Coin Technology Projects LLC, is on it, and a platform whose name is not there is not licensed. The platform’s own terms and eligibility page states where it operates and who may use it. Anything that contradicts those two sources, however confidently repeated in a group chat or an advertisement, is wrong.

For families

The identity-based design is the answer to the question families ask most. A teenager cannot register. A relative who has permanently excluded themselves cannot return under a new email. Spending appears in a bank statement rather than a crypto wallet. Nothing on the licensed platform works from within Dubai. Where none of those protections exist is on the foreign websites, which is the strongest reason to make sure everyone in a household understands the difference.

For residents who decide to register

Register at play971.ae with the Emirates ID to hand, from the official site or app stores only. Set a spending limit before adding any money, at a figure that would cause no hardship if spent entirely, and switch on session reminders. Use only payment methods in your own name, in dirhams. Grant precise location permission and never use a VPN. Keep two-factor authentication on and never share one-time codes. Use the pause and exclusion tools the first time use stops feeling occasional.
